C# 2008 error

I have a question about using the visual designer in a C#.net 2008 desktop application. I am wondering if the error listed below is generated somehow in visual studio.net 2008? If so, can you tell me what to look at to resolve the problem?
If the issue is not generated by Visual Studio.net 2008 professional edition, can you tell me what else I should look at to try to resolve the problem? (The network administrator here says I do have access to the correct database remotely.)
"Error Message: A network-related or instance-specific error occured while establishing a connection to SQL server. The server was not found or was not accessible. Verify that tje instance name is correct and that SQL Server is configured to allow remote connections. (provider:SQL Network Interfaces, error:26- Error Locating Server/Instance Specified) at DataObjectSupport(422,6)
