By default each print job must be in pause state

Hi
I have a print server (Windows server 2003) with more than 30 printers installed over it. For accountability of printing I have develop an application that will be used by print supervisor in each department. This application shows a list of printers assigned to specific print supervisor, when he click over a printer it shows a list of print jobs. Print supervisor can pause, resume or cancel a job. Now I have problem when end users send print job, it is initially in ready state, I want each job submitted by any user must be in pause state by default, only print supervisor can resume it.
