Browser interogation for page not found / blank page.

I'm a student just beginning OOP and have a few questions with regards to browser interrogation. Please forgive my misuse of terminology this is all new to me and I'm on a steep learning curve. Also if this should be in another part of the forum then I understand if the moderator moves it.
I'm trying to make the following if someone could point my in the right direction as to what classes could be used in VS2010 then it would be appreciated.
Alternatively
if someone is a wiz at coding then I would be happy to paypal them some money for producing the app
and supplying me with the code.
I wish to do the following
Have an app that
1.Takes input of a url (text box)
2. Checks that url every x of minutes from a text box. The URL is to be checked for 404 / page not found & blank page.
If the page has failed then automatically refresh the browser (whatever the default broser for windows is preferably IE)with the given URL in step 1.
Any ideas or a as I say a finished app then please let me know. Is there a class that hooks into the browser for scanning what is within the page / url?
This is a practical app for a practical use and so would be very useful for me. I do not have a clue where to start but thought better to ask the professionals here if it is possible and if a solution could be given.
The reason for the app is I have a server and a pc that logs into it to display a static page on a tv/touch screen. Should the server fall over or reboot then then the tv / touch screen loses communication and generated a blank screen or 404. This little app would help me no end to keep the display up and working.
