Block all programs from starting

Question

Hello ! I am coding a program and i am almost finished. Now, i want one last touch. I want, when the program starts, the user to do not have the "possibility" from opening any other program(except mine). And of course, i want to "suspend" this "block", when the user puts all the parameters on my program.
