Bind country,state,city Through cultureinfo not use of datab

How does bind Country,State and city without use of database. use of culture info. I am only bind country not state and city so...In 3 dropdownlist 1st country, 2nd state,3rd city....

I am select Country then Auto bind its States and then select states then auto bind its city.
Use of cultureinfo not use of database....It is possible or not.

Can you try assingning the value to the Dataset where each datatable in dtaset holds teh values and then bind those values to drop down list.
