Best way for offline/online application &remote Database

Hi, 

 

I'm actually looking for a new application on mobile device with an online/offline mode and  so remote database(sqlserver) sync.

 

What's the best way for me ? 

Aspnet app is impossible here ? Xamarin with Sqlite and Sync Framework is a good option ?
