BCP Command

I am working with bcp command to insert data from file to database. i have two files 1 containe columns and 1 data. in data file for 1st row value count not match with column count. Here 1st row is inserted but 2nd row not inserted in table. after 3rd row all are inserted. please help me to know about working of bcp command
