bandwith monitoring help!

HI! I'm writing a C# network monitoring app. Does anyone know how to monitor the bandwidth usage of each machine(local and remote) within a netowork?

Also, can somebody tell me how to do a ICMP/Ping availability to check if workstations/servers are listening for incoming ICMP packets?
