Assiging values

Im developing a website for ID assignment.

 

Where a data is uploaded to website through excel which has no of records, for each record we have to assign an id & save that in new table.

 

I can do this single id by verifying wheather its assigned or unassigned. But facing issue with bulk request which uploaded using excel in C#.
