ASP.NET webscheduling

Question

 Can someone help me with the code which functions when replaced within the existing application. The project has its own Sql server DB and DAL, BLL and UI built but for some reason this page is not sending the alerts when scheduled. The functionality i am looking for is that i want to setup a service with the fields(subject(*),name(*), start date(*), stop date also there would be a button to select the scheduling(can be either daily at particular time, weekly, monthly, annually) and comments fields)and i want to send an email/SMS text(depending on the option selected by the user) 30 minutes before the scheduled time.

Please let me know if you need further information. I am really new to ASP.NET and C# i need help. All the help would be appreciated.
