asp.net related paypal

Question

I am using Paypal for booking tickets. I wish to use the refund facility in case of cancellation of booking. Does the admin have to log into their paypal accounts to initiate the refund? or does the paypal refund api allow the admin to refund the amount without logging in to their paypal accounts? I want this to be an automatic process once the cancellation is approved.  Thanks
