ASp.Net Loading Alignment Problem

Question

I am using Asp.Net 4.0 +c#. My domain name is http://198.71.137.241. When it load first time i has alignment problem .Css load not correctly. After refresh alignment correctly. How can i solve this . website display some times alignment problem. I compressed .css and .js file and hosted to server .But shows same alignment problem.
