Are we suppose to do peoples homework and deliver?

I am seeing people are asking to build the complete query or set of queries or small projects and surprisingly people are replying back with complete solutions/queries etc.
Just want to understand if that is acceptable?
How those solutions going to those people who don't understand anything?
It's surprising for me atleast, coming from stackoverflow and codeproject forums.
Can you make some guidlines for peoples answering questions or I am just wrong these things?
