Application using M.O.S.

I have to make an application that ranks horses in a horse show. This is very confusing, but I'd appreciate any help. ------------------------------------------------------------------------------------------------------- The winner is decided by using the M.O.S. or Majority Opinion System. The show would have three judges and six horses. Under M.O.S., all three judges carry equal weight in the final decision and winners are placed by the best two out of three votes. Each horse is judged as if it were working individually and then compared with the performance of all other horses in the class who are judged on the same basis. For example, here are Judges A, B, C's rankings. Judge Rank A B C Vote Count 1. 302* 240* 240o 240 1-1-2 2. 240X 302o 302X 302 1-2-2 3. 267* 267* 259* 267 3-3-4 4. 321* 259o 267X 259 3-4-5 5. 259X 321o 321X 321 4-5-5 6. 290* 290o 290X 290 6-6-6 Votes are read left to right and top line down. All votes for one number are marked at the same time. Each number is marked with an * the first time it appears, circled (o) the second time it appears, and with an X the third time it appears. This ensures that each vote for every horse has been considered in the final tabulations. This process is repeated until all entry numbers have been acknowledged. ---------------------------------------------------------------------------------------------------- I don't even know where to start on this project. Does anyone have some suggestions on how to get the judges rankings into the application and then how to calculate and rank the vote? Any help would be appreciated.
