Application Development in Azure

Hai Everyone,

I am new to azure. I have couple of queries, plz clarify those,

I would like to develop an Application, i am the single person to develop it. I would like to develop in Azure Cloud. Here the questions are based on this,

1) How much average amount should i have to pay each month ?

2) Should I have to installs any IDE / SDK in my local machine ?., Since I have planned to make all in cloud development.

3) Can I use MVC Pattern for developing Application ?

I am more thankfull in advance for those would like to share their knowledge and experiences.
