Animation frame rate

Hello all. I'm trying this for the first time so your advice will really help out. I want to display an .AVI or flip a series of frames, so that I can control the frame rate. For example there is an animation playing in a picture box, the user moves a slider and the animation slows down. I'm looking for 16 or 32 bit color with a 512 x 512 size. What is the simplest way to get good results? should I use a DDraw animated sprite? what?
