always showing Incomplete status when i submmiting any article

Question

When i  submmitted any article at that time  always showing Incomplete status after two hours and later on 6 to 7 hour my article is published,why its taken lots of time, when i see my article history whenever article is edited by dinesh sir it goes to incomplete status and later on when article edited by sam sir its published why this happen..?
