Add Scrollbar to a frame

Question

• I am working with WPF
• I have a DockPanel with a frame(400,400)
• the scrollviewer-property is set to 'visible'
• I can allocate div pages to the frame (larger than 400,400) or resize the window
  
• all works but no scrollbar is shown - why?
