ACOUNTS RANDOMLY BLOCKED ON AD

Hi , Ad keeps locking out users randomly , although they are entering the right passwords. (Strange) It gives me error 539. This mostly happens in the mornings but during the day it seems to be fine. Anyone has any idea as to whats causing this or how i can find whats causing this ?
