About dynamic creation of webpages....!!

Hello,

I need help on how to create dynamic pages in the website on fly.

For Eg:  in the site itself one of the member(author) posted a article the URL as below
http://www.c-sharpcorner.com/UploadFile/ankithakur/ADOEF310102008095055AM/ADOEF3.aspx

ankithakur - is the folder name created with author name in the website of csharpcorner.
ADOEF310102008095055AM/ADOEF3.aspx  is the dynamic page created when posted the article.

So i need help on how to create a dynamic pages on fly when user submits some articles or data to my website.
Can you please help me on this how the above conecept has implemented by csharpcorener site like that i wanto to implement the in mywebiste.
