About adding using in sharepoint

Question

Hi,
  i have small problem with share point server.In my server i am the administrator.I installed share point all the things.After that i created a new user account in my system because of my system wants 2 accounts.If another person logged in with his account in central admin he cannot able to work with new and extend web applications in manage web applications.My problem is i want to give permission to other person also to able create his sites.

pls find the solution
